These Local Bylaws have been read and approved by The American Poolplayers Association, Inc. The Local Bylaws are a secondary source of information created in accordance with and in addition to the Official Team Manual.

 

1. OFFICE HOURS:

       Monday through Friday; 10:00am to 8:00pm.The office/cell number is (478)804-1459. If not available, leave your name, phone number and a short message and your call will be returned as soon as possible.

 2. TEAM FEES: *****

      Team weekly fee is $35.00 per week for all scheduled matches regardless of number of games played, any forfeits and Division Playoffs. Doubles pay $30.00 per week. Each team will pay $1 per week towards the Benefit Fund.

       All fees should be paid by check or Money Order.

       Make checks payable to MID GA - APA.

       *If fees are paid in cash, it will be subject to count on arrival of the League Office. The League Office cannot be responsible for Fees until packages have been delivered to the League Office.

       *APA player membership dues are due the first night a player signs up and plays.

*Players on your roster will be dropped after the fourth week if the yearly dues have not been paid.

There will be a $25.00 charge for any returned checks, plus loss of the Bonus Point

       Team’s past-due on any League Fees at the end of the session will not be eligible for any playoffs, awards or any Higher Level Tournaments.

 3. START TIME:

       Start time will begin at 7:30pm. Play will begin even if only one player from the team is present. Play must be continuous; otherwise forfeits will be awarded to the team that is present. (Cowboy Bills start time is 8:00 pm).

 4. PLAYER ID:

       Players must be able to show a valid picture ID to the League Operator or any Team Member at any time. Teams that play a player under a false name or birth date will receive 0 points for that week and all weeks involved and will be at risk of suspension from the League. Their opponents will receive all points won plus 1 point for any match involving an illegal player.

 5. AGE REQUIREMENT: *****

1.       You must be at least 18 years of age to participate.

2.       You must be at least 21 years old to be a Team Captain.

3.       No more than 2 (two) players per team may be under 21 years of age

4.       Some Host Locations do not allow 18-20 year olds to enter their establishment (owner’s prerogative) and therefore these players will not be allowed to play on the weeks that your team is playing in these locations. This will not be an excuse for your team to not play in these Locations.

5.       Divisions in areas (City and County Local Laws) that do not allow 18-20 year old patrons will not be allowed to have 18-20 year old players on their team.

6.     BONUS POINT:*****

 COMPLETE, ACCURATE AND LEGIBLE SCORESHEET/ If the scoresheet is incomplete, inaccurate or illegible (I/We can’t read it), you lose your bonus point. NO EXCEPTIONS!

ALL WEEKLY DUES AND PLAYERS DUES INCLUDED/ Weekly dues are $36.00 a week regardless of the number of matches played, not $7.00 per match. If your team forfeits for the week you still owe the weekly fee of $36.00. NO EXCEPTIONS! ($31.00 for Doubles)

All team packets must be be in one of the drop boxes by 7:00pm on day after match or NO BONUS POINT! NO EXCEPTIONS! 

 7.    FORFEITS:

       If a team fails to show for a match, the opposing team (providing a minimum of 5 players are present and listed on the scoresheet) will receive 5 points (8-ball) and 75 points (9-ball) if all paperwork is completed and full weekly dues are paid. Any team that forfeits during last 2 weeks of session, will be charged double, with the extra money going to opposing team.

       Teams that do not show up for 2 consecutive weeks will be considered dropped from the League and a new schedule will be issued. Teams that receive more than 5 forfeits during a session are disqualified for eligibility in that session playoffs. Dropped teams, teams that quit, any player that quits or any suspended player forfeits all benefits, trophies, awards and prize money.

 8.       BYES:

       Byes are worth 3 points plus one bonus point (providing the scoresheet is signed by any active team member. 60 points in 9-ball. No weekly fees will be due.

 9.       RESCHEDULED MATCHES: *****

       The League Office must be notified of the intent to reschedule a match At least 24-hours in advance, with exceptions [emergency situations only]. All rescheduled matches must be made up within 2 weeks of the original match. If not zero points will be awarded to either team. No matches will be made up the last week of regular session play. The League Office must be notified of any rescheduled matches. No exceptions. In the event that another weekly match is played prior to the make up match, any player that has a handicap change, will have to play at their present skill level.

 10.    INCLEMENT WEATHER POLICY (SNOW, SLEET, ETC.):

       If a match is to be cancelled due to weather, the League Operator or other Team Captain must be informed at least 2 hours prior to the start of the match, unless agreed upon by the Captains of both teams. The League Operator will resolve any disagreements.

 11.    PROTEST:

       All protest must be in writing and include a $25.00 protest fee. The League Operator will inform the team that wins the protest and return their $25.00.

 12.    BANNED PLAYERS: *****

       If a player has been banned from a host location, then the team must play without him/her. The League has no right or intention to insist a Host Location admit this player.

 13.    FALSIFICATION OF SCORESHEET:

       Any team caught sandbagging or sending in falsified scoresheets will be subject to any penalties handed down by the League Operator or Board of Gov.

 14.    ADDING PLAYERS AFTER THE FOURTH WEEK:

       Players may be added to a team after the fourth week only with prior League Office approval. New players added after the 7th week (No player may play without a handicap after the 7th week) will be assigned a reasonable handicap. The Team Captain will be expected to have knowledge of the players playing ability and assist the League office in assigning a skill level to this player. If this player’s performance shows not to be within this assigned skill level, then penalties may be levied against this player or the team. The only exception to this rule is qualified teams during the Spring Session. Qualified Teams rosters are frozen after the fourth week of the Spring Session.

15.    PLAYOFFS:

         Refer to Local Division Session Playoffs, Tournament Rules and Local Division Playoffs Team Certification Statement.

 16.    TROPHIES AND AWARDS:

·         First and second place in playoffs will receive trophies. 4 team divisions get 1st place trophies only!

 17.    QUALIFIED TEAMS TO MID GA-APA CHAMPIONSHIP:

·         4 Team Divisions ~ 1st place in playoffs only

·         5-11 Team Divisions ~ 1st Place in Division, 1st Place in Playoffs

·         12-16    Team       Divisions    ~    1st & 2nd place in Division, 1st & 2th  Place in Playoffs.  

·         Second & Third place will qualify only when a team that is already qualified wins 1st place in playoffs. Once your team has qualified your team must remain in the top 50% of your division standings to remain qualified for the MID GA-APA CHAMPIONSHIP. There may be some exceptions.   

 18.    ADDING PLAYERS TO LTC QUALIFIED TEAMS. (NON-ORIGINAL)

  • No players may be added to a Qualified Team without prior League Office approval. No exceptions!
  • In the Fall Session, no players with less than 10 League scores may be added to a Qualified Team.
  • In the Spring Session, no players with less than 20 League scores may be added to a Qualified Team.
  • Players added in the Fall Session must play a minimum of 6 times in the Fall Session and 6 times in the Spring Session prior to each session playoffs.
  • Players added in the Spring Session must play a minimum of 6 times in the Spring Session prior to playoffs.

TOURNAMENT RULES

 

For the benefit of each Team playing in the Session Playoffs becoming familiar with National Tournament Rules, the Session Playoffs will be played by the National Tournament Rules.

 

The weekly fee of $35.00 per team is due for each match. You must submit the weekly fee with your scoresheet when turned in to the League Office. Failure to do so will result in Disqualification from Playoffs, and the opposing team will win that match by forfeit.

 

Common Players – (Players on more than 1 team in separate Divisions) Teams with Common Players will not compete against each other in Session Playoffs, but competition will not be delayed due to these players. Each team that has players that play in other Divisions will post their players accordingly. No delays in matches will be allowed due to Common Players. Table assignments are finals.        

RULE CHANGE! Teams can play a player twice if they can’t meet the 23 rule with the members present; but they must have at least four and all players must still be there at the start of final match. The opposing team decides who plays twice (can not break the 23 rule).                    (exception) No playing a player twice in last 4 weeks.          BREAKING DOWN YOUR CUE! If a player breaks down his/her cue before their opponent pockets the winning ball, game is over! The player shooting has to see the opponent breaking down his/her stick, other members on team can’t call it.
